Kelly C. Elmore published an article for the Association of Condominium, Townhouse, and Homeowners Associations (ACTHA) Newsletter entitled "Navigating the Issue of Hardship Request Provisions:  A Guide for Associations".  The article discusses "no rental" policies and the pros and cons for Associations in implementing hardship request provisions.
